Abstract
In this paper has discussed 3G network optimization with Inter Radio Access Technology method that contains the parameter settings cell re-selection, and handover process which enabled phone at idle and dedicated mode served by 3G network. Cell used for this final project case is first tier site surrounding Jagorawi TollRoad Km 26-28. From initial drivetest measurement results, found the Squal value at UE (User Equipment) is smaller than sRatSearch value as the result UE perform IRAT cell re-selection site 3G 3451453G Kranggan Karangasem Barat to site 2G 0710 Citeureup Cibinong. There is IRAT Handover from site 3G 5800G CITERUPPW to site 2G 77 Citeureup where the criteria of CPICH Ec/No smaller than UsedFreqThresh2dEcNo met for the UE to perform IRAT Handover. So in order to make UE stay longer in 3G network before it gets better cells, made arrangements on the value sRatSearch and UsedFreqThresh2dEcNo. From optimization results obtained value of SRatSearch is 0 dB and UsedFreqThresh2dEcNo is -20 dB. After the value of sRatSearch is set, there are no IRAT cell re-selection from 3G to 2G networks. It is seen from the area served by a 3G network increased by 58% from 63% to 100%. And after UsedFreqThresh2dEcno value is set, there are no IRAT Handover from 3G to 2G networks. It is seen from the area served by a 3G network increased by 61% from 62% to 100%. This shows users always served by a 3G network on the Jagorawi Tollroad Km 26-28.
